1900745 - Tempdb fails to recover with error 3475 after manual edit of sysusages - SAP ASE

Symptom

ASE fails to start with error 3475 after manually deleting rows in sysusages in an attempt to shrink tempdb:

Error: 3475, Severity: 21, State: 7
There is no space available in SYSLOGS to log a record for which space has been reserved in database 'tempdb' (id 2). This process will retry at intervals of one minute.
ERROR: Can't get a new log page in db 2. num_left=1 num_in_plc=1.
