1901665 - Outbound Enabler(RSOE) connection issue - Error HTTP 500 for https status URL from Relay Server - SUP/SMP

Symptom

HTTPS status URL from Relay Server throws a HTTP 500 error instead a HTTP 403 (Access forbidden).
Status URL example for Relay Server 12.x, 16.0.x: https://<Your RS gateway>/ias_relay_server/client/rs_client.dll/<Your SUP farm>/
The Outbound Enabler(RSOE) can be started and retrieves the Relay Server list but throws an "Error when writing the packet, Error code: 24, Systemcode: 4127, doHTTPRequest: sending request failed"
