1902675 - In-place upgrade to ASE 15.x fails with recovery completion check failed - SAP ASE

Symptom

In-place upgrade fails to SAP Sybase Adaptive Server Enterprise 15.x

The following messages appear in the Error log.

*** Error 9: Database '<database name>' recovery completion check failed.

*** Database '<database name>' is offline

*** One or more databases are offline. Those databases will not upgrade
*** now. The server will upgrade them when they come online.
Checking freespace for database 'master'.
Checking freespace for database 'tempdb'.
Checking freespace for database 'model'.

*** Adaptive Server message 936, state 1, severity 14:
*** The model database is unavailable. It is being used to create a new database.

*** Adaptive Server message 7408, state 1, severity 16:
*** Could not find a dbtable for database <database ID>.
