1903392 - Error: First RFC call failed, config not loaded

Symptom

When accessing BEx Web on the BI Java portal, you get the error:

First RFC call failed, config not loaded. Check the system landscape configuration.

"Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental."
