Symptom

In the sapinst_dev.log we see the following error:

ERROR      YYYY-MM-DD HH:MM:SS.000
CJSlibModule::writeError_impl()
CJS-30057  BatchXmlGenerator error. 
DIAGNOSIS: Error when generating 'BatchConfig.xml' for the batchconfigtool. 
See output of log file batchXmlGen.log: 'Exception in thread "main" java.lang.NoClassDefFoundError: com/sap/engine/offline/OfflineToolStart
Caused by: java.lang.ClassNotFoundException:com.sap.engine.offline.OfflineToolStart
        at java.net.URLClassLoader$1.run(URLClassLoader.java:255)
        at java.security.AccessController.doPrivileged(Native Method)
        at java.net.URLClassLoader.findClass(URLClassLoader.java:243)
