Symptom

Situation 1 : You can't create a new project which contains WBS element correctly via BAPI_PROJECT_MAINTAIN.

Situation 2 : You can't create a WBS element under a WBS element which has status "REL"(released) via BAPI_PROJECT_MAINTAIN.
