Symptom

ASE upgrade failing with following error

Database 'master': beginning upgrade step [ID  1650]: executing SQL statement ("dbcc upgd_grantrev_sysrole_perms('g...")
Error: 2601, Severity: 14, State: 6
Attempt to insert duplicate key row in object 'sysroles' with unique index 'csysroles'
Error: 11137, Severity: 18, State: 1
Failed to add the role 'sa_serverprivs_role' into the current database catalogs.
Error: 15967, Severity: 16, State: 1
The 'GRANT' command failed when updating permissions to system roles in database 'master'.
The roles in the database may not have the correct permissions.
