1910099 - CUP request to unlock a userid does not override the validity date.

When creating an Unlock CUP request, the validity dates (Valid Start Date and Valid To) are available and are automatically populated. However, when the request is submitted and approved, if the user has Validity dates populated in the backend already, the CUP request does not overwrite the existing backend validity dates.
