1910348 - Reports migrated using the Upgrade Management Tool cannot be opened in the destination 'The document cannot be retrieved from the File Repository Server'

• Reports migrated with the Upgrade Management Tool (UMT) return the error
• Error message: 'The document cannot be retrieved from the File Repository Server. (WIS 30951) (Error: INF )'

• Path name for the migrated reports are slightly longer than existing working reports
• Event Viewer log:  Could not open the file C:\FileStore\Input\a_199\030\000\7879\axzcudjzgdvetqar8fmiapm-xguid[afuaa89e8ybaqygx9jiqz10]-xguid[aqcyuczkwvviqxjc7ay0du4]-xguid[awj15irowc9bmvhmxqa2_b0]-guid[9e331bc0-33e2-40d1-950a-7f6ca3a436f311].wid.  Error code: Failed to open file C:\FileStore\Input\a_199\030\000\7879\axzcudjzgdvetqar8fmiapm-xguid[afuaa89e8ybaqygx9jiqz10]-xguid[aqcyuczkwvviqxjc7ay0du4]-xguid[awj15irowc9bmvhmxqa2_b0]-guid[9e331bc0-33e2-40d1-950a-7f6ca3a436f311].wid.  Please check for permissions or sharing violations.
• The issue also occurs when using Promotion Manager to promote documents from one BI 4.0 environment to another BI 4.0 environment prior to SP07. This issue does not exist in BI 4.0 SP07. In SP07 it does not append a GUID code into the file name every time it gets promoted. Prior to that, the length of file name keeps growing. For example, after 4 promotions the file name becomes ...guid-bla1.guid-bla2.guid-bla3... in the end it reaches the limits of operating system.
