• When either
  
  • purchasing or selling a material which is not subject to inventory management, or
  • purchasing or selling a service with text item only,
  
  The transferred related GTS documents will either
• Get blocked for Legal Control with Technically Incompleteness because of missing material number or plant
• Error message "Mapping of Org. Units not Maintained for legal plant"
• Incompleteness Check for customs declaration will revert with message /SAPSLL/CORE_LEG406, "The system was unable to determine a legal unit for plant '  ' ".

• It should be possible to handle such documents without error, meaning
• Screening against Sanction Party Lists without Technically Incompleteness Block for Legal Control should be possible as well as
• Processing customs declaration without related Incompleteness Messages.
