1913749 - XI 3.1 Designer: dbd_wdb2cli.dll (The specified module could not be found.)

Symptom

In BOE XI 3.1 SP5, in the Universe Designer, when attempting to define a connection to an IBM DB2 database, the following error occurs:

CS: DBDriver failed to load : C:\Program Files\Business
Objects\BusinessObjects Enterprise 12.0\win32_x86
\dataAccess\connectionServer\dbd_wdb2cli.dll (The specified module
could not be found.)

The BOE Client tools and the IBM DB2 drivers have been uninstalled and re-installed multiple times and the error still occurs.

A 3rd party DB tool (Hyperion) is able to access the DB2 database.
