1915542 - SPM 3.0 Data Management and User Administration Links disabled

Symptom

Data Management and User Administration links on SPM 3.0 User Interface are disabled (greyed out) after BW was upgraded to version 7.31 and ABAP was upgraded to 7.3. These links did work before the upgrade.

Environment

Customer is missing User Administration and Data Management links in SPM 3.0 after upgrading their servers to the following:
ABAP version is now 7.3.1
Java version is now 7.3.0
SPM version is 3.0

Components are maintained at the levels described in Note 1882819 - Spend Performance Management 3.0 SP03 Release Info Note

SAPNote 1892009 POASBC BUI Support Package 11 has been applied to their Java system, but the problem persists.
