1918944 - PCM: Pinning a model to a specific processor using “First CPU Usage” doesn’t work.

Even when a model has its “Model Calculation Options” configured with “First CPU Usage” set to a specific CPU like “13 CPU” for example, it will actually open using the next available CPU as dictated by PCMMain.EXE process rather than the one specified in its settings. This can cause some serious performance issues because it is impossible to manage the CPU resources of the server to minimise the effects of cross NUMA node memory access, inappropriate K-Group (Kernel Group) assignments and overlapping CPU allocations causing CPU congestion.
