Symptom

Information Platform services (IPS) 4.0 install hangs at WaitForCMS 96% and completed with errors. CMS fails to start for the first time during install and there is no reason found in install logs. Following error is displayed in /var/logs/messages

Failed to connect to name server <hostname>:6400.  Reason: Transport error: unable to retrieve the CMS factory.. The root server reported an error Initialization Failure. Central Management Server stopped
