Symptom
You need to edit one of the PowerBuilder or InfoMaker initialization (.ini files).
These are traditionally stored in the same directory as the PowerBuilder or InfoMaker executable.
Some of these files are still stored in the same location.
However your changes to these file are not picked up.
One of the most common reasons to edit these files are the errors displayed when the license validation fails during startup:
The Sybase SySAM license was not validated.
You will be given a chance to change the SySAM license.
To help diagnose any problems, you can enable logging by adding the following to the PB.INI file:

LogSySAM=1
The log file is 'pb125_sysam.log'
