1920574 - System is not starting in safe mode during update

Symptom

While using a deployment tool (E.g. JSPM, SUM, etc.) in order to execute an update (E.g. EHP, SP, Patch, etc.), the system is stuck while restarting in safe mode.

During the update the system was properly shutdown. However, it's not able to restart in safe mode. The latest entries in the dev_jcontrol trace (located in the folder: /usr/sap/<SID>/<InstID>/work/) are the following:

[Thr 01] JControlCheckRunMode: run mode of the instance = safe
[Thr 01] JControlMainLoop: instance is disabled -> wait.
