1921081 - Business Partner Data work center is not Available for SAP_INITUSER User

Symptom

Unable to create a Service Agent because the work center Business Partner Data is available for the SAP_INITUSER.

Note: Even after confirming the Milestone Activity Confirm Milestone: Design Accepted also the work center is not available.

Below error message, while confirming the activity Confirm Milestone: Design Accepted

You cannot change this activity because you do not have the required authorizations.
Create a new service agent and proceed with that user. Note that you must sign the contract for your SAP solution before you can start working on the activity list.
