1922498 - Incorrect use of IQ UTILITIES now crashes IQ 16.x at st_server -- SAP IQ

• Incorrect coding of the IQ UTILITIES in IQ version 16 will crash the server.  
• The IQ server crashes at st_server.cxx with the following thread stack:
