1922522 - iOS7 devices unable to sync data from SUP under a certain scenario

Symptom

Apple iOS 7 devices new and updated(from earlier iOS versions)  can connect to the Sybase Unwired Server
but are unable to sync data from the back end when the device is configured to use 4G.
The data sync is timing out on the client side.  On the server side the error log shows a 404 error and
also a Mobilink [-10377] error, 'Received unexpectedly encrypted traffic on port 2480'. 
This is an indication that the client certificate is not being processed correctly on the Sybase Unwired Server. 
Therefore the packets are not being decrypted for processing. 

If the iOS 7 device is configured to use WIFI the data sync works correctly. The certificates are being processed
and the decryption is taking place correctly. This is due to the fact that the WIFI is using E2E (exchange-to-exchange).

This issue only happens over 4G connections that are using E2EE (End to End Encryption) on iOS7.
Older versions of iOS use E2E.   This allows the certificates to negotiate the encryption.
iOS 7 devices using 4G are using E2EE by default.
