1922763 - MSCS oracle shutdown error ORA-19504

You met error as following when you shutdown oracle in MSCS environment:
ORA-19504: failed to create file "N:\ORACLE\P93\ORAARCH\P93ARCH1_716973_734016397.DBF"
ORA-27044: unable to write the header block of file
OSD-04005: SetFilePointer() failure, unable to read from file
O/S-Error: (OS 21) The device is not ready

For Japanese it is:
O/S-Error: (OS 21) デバイスの準備ができていません。

Stopping background process QMNC
ARCH: Archival stopped, error occurred. Will continue retrying


Following error may also be seen:
ORA-16038: log 1 sequence# 716973 cannot be archived
ORA-19504: failed to create file ""
ORA-00312: online log 1 thread 1: 'L:\ORACLE\P93\ORIGLOGA\LOG_G11M1.DBF'
ORA-00312: online log 1 thread 1: 'M:\ORACLE\P93\MIRRLOGA\LOG_G11M2.DBF'
