1925337 - Editing an Issue Part transaction results in a new transaction that adds additional parts rather than editing the original amount.

Symptom

A part is issued with an X amount of parts, e.g., 3 parts. A subsequent edit is made to that transaction intended to change the amount of parts issued to 4. The expected behavior is that after the transmit, the backend system will reflect one transaction with 4 parts issued. The outcome is 2 separate transactions: one reflecting 3 parts, the other reflecting 4 - for a total of 7 parts issued, which is the incorrect amount of parts issued.
