1928449 - SAP BI mobile app does not retain fixed axis scaling for a horizontal bar chart in a Webi report

Symptom

When I create a horizontal bar chart in Web Intelligence and use custom scaling by setting the Minimum Value to be a fixed value rather than automatic the chart is still displayed with automatic scaling in the SAP BI mobile application.
