1929604 - DDLgen hangs when run against offline database - ASE

Symptom

Running ddlgen against a database that is offline hangs if -F flag is used. Depending on version it may also produce a Java error:

$ ./ddlgen -Usa -Pxxx -Sxxx -TDB -N xxx -F%
