1931932 - SUP is unavialable, mlsrv12.exe and mlsrvwrapper.exe start and stop in a loop immediately

1. SUP is unavailable
2. Upon starting SUP, it is observed the mlsrv12.exe and mlsrvwrapper.exe are constantly starting  and stopping
3. The observicemanager log file indicates that mlsrvwrapper.exe is terminated abnormally
4. After editing the mlsrv.ext.ini file removing the -q and -oq options and adding -v+ manually starting the mlsrv process using the following command line an error is returned indicating the process is unable to open the log file mlsrv_err.log:
   mlsrv12.exe @c:\sybase\unwiredplatform\servers\unwiredserver\bin\mlsrv.ini @c:\sybase\unwiredplatform\servers\unwiredserver\bin\mlsrv.ext.ini
