1933805 - WDA: Stable ID for automated test

Symptom

For automated tests, stableIDs are needed for the input fields and navigation elements.
stabIeDs are generated when user parameter WD_STABLE_ID_F_TEST is set to X and the system_client_role is unequal 'P' ( P =   “productive system” ).
The user parameter WD_STABLE_ID_F_TEST is ignored in systems with system_client_role = ‘P’
Using the url parameter sap-wd-stableIDs with value X stableIDs can be generated even in systems with system_client_role = ‘P’.
