Symptom

Opening the Web Intelligence Help in the SAP BusinessObjects XI 3.1 Web Intelligence Rich Client displays "cannot display the webpage" in the web browser.

An Address Bar dialog box may also appear which says "Windows cannot find '<SAP BusinessObjects Installation Directory>\BusinessObjects Enterprise 12.0\Web Content\Enterprise12\Help\en\webintelligence\richclient\html\context.htm'. Check the spelling and try again."
