1936715 - Action Buttons ( SUBMIT / OTHER ACTION / CANCEL ) are not available for Approver

Symptom

Case 1
The user is unable to approve any GRC Request from work inbox as no Action button (i.e. Submit / Other Action / Cancel) are available.

Case 2
No Action (i.e. Submit / Other Action / Cancel) button is available for access request approval via Administration.
