1945171 - Cannot load module libclntsh.a by br*tools command or DB13 job

Symptom

During start of br*tools command (e.g. brconnect, brbackup...) or starting a DB13 job, the following error message appears:

0509-150 Dependent module libclntsh.a(shr.o) could not be loaded.
0509-022 Cannot load module libclntsh.a(shr.o).
