Symptom

When the below conditions are TRUE, CREATE USER and ALTER USER fail due to error 11061:

  • Upgrade Replication Server from pre-15.7.1 to 15.7.1
  • Upgrade Replication Server from 15.7.1 pre-SP100 to SP100 and later
  • Upgrade method is either rs_init or repserver -upgr
