1949030 - Release PR with ME54/ME55, no SOA message is triggered

Symptom

You created a PR in ECC system, it is assigned to a release strategy(overall or item release strategy). When you release the PR with T-code ME54/ME55, the sourcing SOA message is not triggered, so that the PR cannot be transferred to SRM system.
