Symptom

The upgrade installation of SP03 for SAP Mobile Platform (SMP) 2.3 fails with

"ERROR: Admin Tooling failed to upgrade.
Extraction of D:\upgrade\SMP23003_0-21011046\ebf21803\rt-spupgrade-x64-2.3.3.13-drop10p3\modules\adminTooling\admintoolingSCC.zip failed."
