1950299 - Exception message 10 is not displayed in transaction code MD04

Symptom

Exception message 10 is not displayed though all settings required are in places, here is an example.

A requirement of reservation exists at 21.12.2013 prior to a firmed planned order at 23.12.2013, so there should be an exception mesage 10 in the planned order to show that it can be rescheduled in to meet the requirement, but it doesn't happen.

The customization for rescheduling in is configured correctly as following.
The rescheduling horizon is long enough to cover the firmed planned order and firmed planned order is allowed to participate rescheduling in, also, there are no tolerance values, so the exception message should appear generally.
