The AS Java does not start, and the respective log fragment is visible in the dev_jcontrol trace.:

ERROR => Can't open property file [D:\usr\sap\<SID>\<InstID>\j2ee\cluster\instance.properties]
ERROR => JStartupReadArgumentsEx: can't enumerate nodes [D:\usr\sap\<SID>\<InstID>\j2ee\cluster\instance.properties;D:\usr\sap\<SID>\<InstID>\SDM\program\config\sdm_jstartup.properties] (rc = -1)
