Symptom

During high activity, client cannot connect to connect IQ database, getting messages:

Attempting to authenticate to the Streaming Platform for user=svcalrq...Done
Validating Archive Stream Information...Done.
Attempting to connect to the target database...
Obtaining a Connection failed; SQLRETURN code is : -11
SqlState : 08001 Error Message :[unixODBC][Sybase][ODBC Driver][SQL
Anywhere]Database server not found. Connection failed. Will retry in 60 seconds
Attempting to connect to the target database.
