1959458 - Installation of SAP BusinessObjects BI Platform finishes with error “Attempt to create a connection failed” in the setupengine.log

Symptom

Installation of SAP BusinessObjects Business Intelligence Platform 4.1 or SAP BusinessObjects Business Intelligence Platform 4.2 ends with errors and "Attempt to create a connection failed" is found in the setupengine.log install log located in \SAP BusinessObjects\InstallData\logs\<dateandtime>. It may show messages similar to the following:

ExecuteAction: calling actionExecutor->ExecuteAction()
NativeActionExecutor calling action out-of-proc.
Path to action agent executable: <volume>:\Upgrade\RarSFX2\setup.engine\actionagentproc.exe
Action connection attempt
Found free listening port for action agent server: 4520
AgentServer listening on port socket:4520 for remote action process
Main thread is waiting for listening socket to be ready...
Server socket timed out without accepting a connection
Error: Attempt to create a connection failed, and we will stop retries.  Moving on to next action.
Error: *** Action failed.

While the Event Viewer may show errors for actionagentproc.exe:

Faulting application name: actionagentproc.exe, Faulting module name: MSVCR80.dll

Various DLL files will typically also fail to register successfully.
