1959962 - Error CN371 occurs when closing WBS element in transaction code CJ20N but not in CJ02.

Symptom

When trying to close WBS element in transaction code CJ20N, error CN371 "Activity & is not fully confirmed" occurs. However if you try in transaction code CJ02, system does not show any error.
