Same user groups are assigned with different access levels in different environments.
Current functionality: The 'Promote Security' option not only promotes Universes Restrictions along with User Group association (Universe Overloads) but it also promotes the Custom Access Levels associated with the Universe at the User Security level causing security issues in Destination environment.
