1961123 - Re-release forecasts into periods with withdrawal quantities exist

Symptom

In certain periods, forecasts exist and are reduced by withdrawal quantities.
New planning plans less forecast quantity in these periods and new forecasts are released from DP.
It is noticed that the consumption situation is not as expected.

For an example, before re-release of the forecast, the consumption situation is as below (total forecast: 1000, withdrawal: 700, remaining forecast: 300).

Then the forecast quantities are reduced in this period, and re-released from DP. The consumption situation is as below (total forecast: 750, withdrawal: 550, remaining forecast: 200).
