1961443 - Can you force the SUP server to reread its config file without having to reboot?

Symptom

Customer added the _log_all=9 parameter to trace all of the HTTP traffic. in a  production SUP environment.  
Over time the trace flag created a very large log. Because the server is in production the customer did not want
to shut down the server to remove the  log_all=9 and instead is wanted to force the SUP
server to reread the configure-sup.xml properties file after removing the log_all=9 parameter.

NOTE: Debug option and debug trace flags should never be turned on in production
            unless it is for a very short time frame and the trace flags and debug options
            can be turned off and the SUP server restarted.
