Symptom

During the installation of a SAP Solution Manager 7.1 system with a DB2/UDB 9.x database, sapinst/SWPM fails with an error message in step 'Configure System Landscape directory'.
The error text looks like this:

FCO-00011 The step configSLDMainLocalMapSecRolesToUsers with step key |NW_Onehost|ind|ind|ind|ind|0|0|SAP_Software_Features_Configuration|ind|ind|ind|ind|usage_config|0|NW_Usage_Types_Configuration_AS|ind|ind|ind|ind|configDialogsAS|0|NW_CONFIG_SLD|ind|ind|ind|ind|configSLD|0|configSLDMainLocalMapSecRolesToUsers was executed with status ERROR ( Last error reported by the step: Java EE Engine configuration error.
