1961845 - How do you resolve an issue where a Web Intelligence document created in BI 4.0 SP04 cannot be opened without error in BI 4.0 SP07?

• SAP BusinessObjects BI Platform 4.0 deployment.
• A Web Intelligence (WebI) document created on SP04, any Patch.
• The Web Intelligence document fails to open without error in SP07 Patch 4 or earlier.
• In the BI launchpad Web Viewer, the error displayed is:
   
  The document does not contain any reports. (Error: INF)
   
  and the report tab displayed is blank.
• In the BI launchpad Rich Internet Application or the WebI Rich Client (WRC), the error displayed is:
