1963015 - [SAP IQ] Failed to create a database or dbspace due to "Raw device is not open" error.

Symptom

When creating a database or dbspace with rawdevice on Linux, "Raw device is not open" error is returning like below.

[Error]

  Could not execute statement.
  Raw device is not open.
  -- (hos_misc.cxx: 245)
  SQLCODE=-1006193, ODBC 3 State = "HY000"
