1967746 - Menu with Different Languages in BEx Analyzer or Query Designer

Symptom

Issue 1:

You use different languages to log on 7.x BEx Analyzer.
After that, you found the Menu Command is always displayed in one language and cannot be changed.

For example:

Sometimes you even notice duplicated Custom Commands. Such as:

Issue 2:

You use different languages to log on 7.x Query Designer.
And you found mixed languages in one menu. Such as:
