1969886 - Activate DME: error "For Country Version XX no payment program is implemented"

Symptom

When You try to activate DME periodic processing (Data Medium Exchange) for a country version using transactions PRDX, PRML etc to activate the payments program for DME the error "For Country Version XX no payment program is implemented" is raised.
