1971055 - BI4.1: Promotion Management security error FWM02020

Symptom

Users with 'Full Control' in Promotion Management application rights set get the following error when clicking on link in the Central Management Console (CMC):

The object with ID AZkVFbxYeHtOjdt3EcNvlF0 does not exist in CMS or you dont have the right to access it. FWM02020

Error shown in the CMC trace contains following lines:

com.businessobjects.lcm.utilities.LCMLogger||CMS <cmsname:cmsport> could not be persisted because Sorry, you do not have the right to 'Edit this object' (ID: 6) for 'Promotion Management' (ID: <variable ID>). Please contact your administrator if you require this right.
