1971186 - After applying SP3 to an existing SMP 2.3 SP2 server the service fails to start

Symptom

Customer installed SMP 2.3 and undated to SMP SP02. Everything was running correctly.
Customer then installed SMP 2.3 SP 03 and now the SUP server will not start up.
