Is it possible to raise Purchase Requests from an add-on solution.

It is not possible to allow the creation of Purchase Request object from an add-on. Semantically a Purchase Request is an object in Business by Design that should be created through some request in an organization. Like shopping cart, purchase requisition or project.

Hence create any of these three objects and release them. It will create a Purchase request automatically.
