1974592 - Workflow notifications not being sent out

Symptom

Workflow email notifications including APPROVED, REJECTED and NEW_WORK_ITEM are not being sent out at the stage level for the workflow related to some Process IDs.

The workflow items are showing up in the NWBC work inbox, however the email notifications are not being sent out based on the Staged configuration.
