1975834 - Error: "OEF100007: Failed to initialize an Outbound Enabler support library 'rsoesupp16.dll'" when not providing Outbound Enabler with enough values

Symptom

When starting the Outbound Enabler (rsoe.exe) either as a separate process or as part of the built-in Outbound Enabler inside the MobiLink synchronization server (mlsrv16 -x oe()), the following error may be reported:
