1980167 - Cannot install Sybase DataWindow PS using GhostScript on Windows 2012

Symptom

When trying to install the Sybase DataWindow PS driver using GhostScript 9.x on Windows 2012, a warning message appears of  "The driver is not digitally installed". 
The installation will then hang and the printer driver is not installed.
